一九九九年世界末的時候，有一位黑人饒舌歌手不斷鼓吹二十一世紀開始是屬於黑人的世紀，黑人應該起來除舊迎新、改變社會、創造新生活並寫下歷史新的一頁，他也確實受到許多群眾的支持。眼看著二十一世紀即將到來，但是就在十二月三十日這位黑人歌手被發現遭不知名的人槍殺，於是群情激憤。事實上兇手是兩個情緒激動的警察，而他們行兇的過程都被記錄在黑人歌手身邊一個妓女Faith (茱麗葉路易斯小姐飾演)的「經驗光碟」裡面，這張光碟輾轉流入男主角的手中，於是他也成為受警察追殺的目標，將這張光碟公諸於世可能會造成世紀大暴動，不公佈則自己的生命危在旦夕，於是他陷入了一場權勢糾葛中˙˙˙
